What is the Cheapest Video Card that can run Attila Total war at the highest settings

What the title says, alas my 7 year old gpu has finally met its match and can not run Attila on but the lowest of settings. So I need the cheapest GPU that can max out Attila total war and play on the largest battles with no problem. $I would like to keep it under $230 if I can.

Here's the card I was thinking about, my friend has it and he loves it to death, runs any game at high-max settings depending on the game, of course.

I understand the 4GB option is $10 dollars over your budget, but this thing is a beast. I have the 4GB card and it completely annihilates games.

GTX960 is considered a couple of tiers stronger than a GTX295.
Perhaps more because of the dual gpu nature of the GTX295.

But, if you are looking at significantly better gpu performance, then you probably need to up your budget to the $300 area where you can buy a GTX970.

And.. I can't help but wondering if your cpu is up to the task since you seem to have had it for a long time.
What is your cpu?

 
If you can remember back before you overclocked.
How much did the overclock help?

FX cores are slow, and I suspect that may be very important to you.

Whenever you get your replacement graphics card, whatever it is, run a few experiments from my stock approach to the cpu/gpu problem.

To help clarify your CPU/GPU options, run these two tests:

a) Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

b) Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement in core speed might do.

You should also experiment with removing one core. You can do this in the windows msconfig boot advanced options option. You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many cores.

If your FPS drops significantly, it is an indicator that your cpu is the limiting factor, and a cpu upgrade is in order.

It is possible that both tests are positive, indicating that you have a well balanced system, and both cpu and gpu need to be upgraded to get better gaming FPS.

The CPU runs fine, I dont get why people complain about a difference between a core i5 and a 8350K. They have near identical performance (at least on my end). I just undid my OC and I noticed no difference, I just played Shogun 2 total war and they got near the excact same (talking about my cpu's here, my other cpu is a Core I5 4670k) score: 69 fps (i5) to 68 fps (FX).
 
Sorry, I misunderstood, I thought your GTX695 had died.
Still, I am glad you ran the tests.
It does tell me that your processor is quite capable of driving your game to much higher fps.

Now, the question is how high do you want to go, and at what price?

A GTX960 card is within your budget, but it is only two tiers higher on tom's hierarchy chart.

They do not recommend a graphics change unless it is at least three tiers higher.
Otherwise you may be disappointed if you do not see big results.

I think you need to re-evaluate your budget and look at a GTX970 or better.

I have looked at a GTX 670, its just the fact that the hierarchy chart only does gpu power, which my video card is still equivalent to a gtx 660. But all that power is useless if there is no tuning. And because this video card has all but lost driver support im afraid nearly every gpu past 2013 will get better fps. So you honestly think I need to get a GTX 970?

Let me be more specific, these cards can run your game at the max settings, whatever those are at 1080p.
