Issue With CPU Power Connector With ASUS Z97-Pro [Wi-Fi ac]/USB 3.1 Motherboard

Hello, this is my first build, I am upgrading my motherboard, processor and RAM. I assembled everything correctly Front Panel Audio Connectors, USB, HD Audio, 12V ATX, 8-Pin CPU Power Connector, etc. I reseated the CPU, checked to see if there were any bent pins (there weren't), reseated the RAM, removed all but one stick of RAM and removed the video card to no avail. All led to the same outcome, I turn on the power and it immediately shuts down after what seems like a milisecond, fans spin, LEDs power on, PSU is on, etc. but no POST or display.

It wasn't until I removed the CPU power connector that it powered on for longer than milisecond, but it doesn't POST at all. I also tried using only 4-pin CPU Power connector, but it doesn't power on at all (there are just some LEDs that stay on). Are there any suggestions on how to resolve this issue? Thanks.

I was using the stock CPU cooler that came with the Intel i7-4790K, I checked the back plate of the motherboard and it seems to be securely placed into the backplate, I tried moving the CPU cooler itself and it had little movement. If it is a short, what are the usual culprits involved in shorting it?

Alright, so I added additional standoffs that were missing, I tried everything again, installed the motherboard, RAM and all of the connectors. The same problem still arises. Although as I mentioned before, when the 8-Pin CPU power connector is disconnected it powers on. Could this be a CPU or motherboard problem? Which is more likely?

I just tested it outside of the case on my antistatic mat, with just the PSU, motherboard, CPU and VGA. Good news, it booted successfully. The bad news is, when I installed my ATI HD Radeon 5770, the aforementioned problem arose. The motherboard powered on, then off.

Even after I switched to the onboard graphics while the video card was inserted. Looks like the video card isn't compatible.

Alright, just found out that two out of the three PCIe slots are defective. I tested it out with a friend's video card. It looks like I'm still RMA'ing it but for a different reason.

Okay, time for an update. I tested it out with an 800W power supply, plugged all three hard drives in, it booted up successfully. However, the moment I install the video card, the same issue arises. I'm now starting to wonder if this is a power issue.
