4790k with Asus Impact VII Z97 - it overvolts it?

Got my new mitx dream pc.
i7 4790k - interested in stock usage Ghz.
Cryorig C7
Asus Impact VII Z97 - latest 3003 bios
16 GB Crucial DDR3L 1600 CL8 1.35v - set at XMP profile
And the rest gtx 970, ssd, psu etc.

Noticed that on Auto voltage, it went up as high as 1.3xx ! at 4.4 Ghz.
I know my C7 is not a monster cooler but still it should cope at stock.

Nonetheless i got over 90 degrees C in gaming.
That's not good.
So i set it to manual at 1.200v and it reads in the bios/asus ai suite/ cpu-z at 1.196v.
All stable now and doesn't go over 75 C not even in Intel Burn test at maximum stress test nor over 65 C in gaming.

My questions:

1. Safe for 24/7 usage the voltage i have at 1.200v (1196v) ?
2. I can i set it to go down proportionally with load like in idle to be 0.9v for example? because now it is always is at 1.2v no matter if idle or load or turbo boost.
3. For 24/7 safe usage is it ok with mid 70 C temperatures?
4. What is the max safe 24/7 voltage for the 4790k ?
