Ethernet problem - website is online but isn't responding to connection attempts

Today I noticed my Ethernet (no wifi) wasn't working and the troubleshooter gave me this message. So far nothing has worked.

Reset modem
Turned off firewall
Disabled Antivirus

Any help or further steps to take?

Update: ran another troubleshooter. It says the computer is correctly configured but the DNS server is not responding.

Who is the DNS Server?

Change your configuration to another DNS Server: e.g., Google 8.8.8.8 or 8.8.4.4

If you can go to other websites then consider that the desired website is down and that it will become available once the connectivity issues are fixed.
