I have a water cooled 290x and an fx 6300 with 4gb of ram. Gta V is no longer playable after installing the 290x. My overclocked 260x was performing better.

did you uninstall and then install gpu drivers?

What are cpu/gpu usage and temps?

Also 4GB is way too little with a gpu like this.,.. Gta v uses 5-7gb on my 960 so it surely would use around 6,5 on your PC. So Virtual Memory probably got enabled and it killed your fps..
