R9 390 Stuttering, Low LOD and 300mhz lock on start up and more problems

It all began a couple of months ago where I had my 1st R9 390, I experienced many problems with it and returned it for a new one, MSI confirmed that my card was faulty and gave me a new one just a couple of days ago however even with my new one the problems still consist, this includes low LOD, FPS drops and FPS stutters, 300mhz core clock lock on start up and Texture Shimmering. I know that its not a software issue as I have tried both Windows 8.1 and Windows 10 and even reinstalled windows. I find it really hard to believe that I have another faulty card so I think its something else. What could it be?

i7-3770
16 GB Ram
Windows 10
Motherboard: Lenovo IdeaCentre K430

Which power supply is in that system? And which AMD driver did you install for that R9 390?

Edit: I think that system originally comes with 280 watts. Please tell me you've upgraded the power supply before you installed an R9 390 graphics card? Surely you have though because that 280 watts most likely doesn't have the required pins even.
