Corsair H60 not working properly

Hello,

My Corsair H60 randomly doesn't want to work right away. At times the fan kicks up to a high RPM to the point where it's like a turbine, and my i5-4590k shoots up to 60c while browsing google. After 5 minutes when it decides to work I can hear the pump's weird rattling sound and my temps drop to 30c. Do I simply have a bad pump?

I have a cooler elite 130 case if that helps. The cooler barely fits under the PSU.

Solution
You must have the pump on a system fan header set to 100% or directly from molex psu. Then the radiator fan can be in the cpu fan header and set it to 50% ish.

The pump should not ever vary speed.
