Frame rate drops in rise of tomb raider

Hi,
I have msi r9 390, i5 3450, 12GB (4GBx3) DDR3 1333Mhz
I am playing Rise of tomb raider
But, I am getting sub 30 fps at many place and they hover near 30 most of the time
I am running the game at 1080p and high settings with anti-aliasing and vsync disabled
These are the stats when I run the game in msi afterburner
GPU Usage: near 100% always
GPU temp: 64 C
CPU Usage: min 70% max 100% avg 93%
I am running the latest amd 16.2 drivers.
What can be the problem.
P.S. My integrated gpu is also enabled, can that be a problem

Cpu at 93 Av implies bottleneck. Go into bios and add 400mhz to turbo frequency..this is doable on the 3450. You might also try getting the ram to 16x multiplier (1600mhz) as there Xan be a nice jump. I have the 390 and went from a 3450 3.7ghz to 3570 at 4.3 and the difference is quite significant in some games.

I have an intel dh67cl motherboard. Don't know whether it's possible on it or not, but will definitely check when I reach home.
