You can't even overclock an i7-4790. It has to be the 4790k.
EDIT: You can overclock, but only to turbo boost speeds. Or you can use FSB to overclock, but that's not advised.

Only the 4790K allows you to overclock.
Past that, the 4790K at stock is some 10% faster to begin with.
A bit more if you will overclock.
FWIW, for a new build, I would look at skylake.
i5-6600K with an overclock if you are a gamer.
Or i7-6700K if you are into multithreaded apps as well as gaming.
