New Gigabyte GTX 960 causing flickering edge of screen

Hi everyone. I recently installed a new Gigabyte GTX 960 4GB OC (GV-N960OC-4GD), I started noticing some odd flickering at the top edge of my screen whilst playing games on Steam and GOG Galaxy.

Flashing white dots appear at the top left and right corners and also centre of top of the screen. It usually occurs within 20 minutes of playing for a few minutes, then stop and start again periodically.

This hasn't happened with any other GPU I've had, and my monitor is fairly new. I have tried reseating the GPU, and reinstalled drivers etc.

Ok, by how many MHz should I underclock them? Or does it not matter? Not done this before.

I've tried a few different underclock settings, not noticed much difference. :(

Also noticed the flickering doesn't occur when running games that don't tax the GPU much.

Ok, I tried a different cable, same results. Unfortunately I don't have the equipment to try other monitors/ports.

But I did connect to my TV, and there was no flickering. It's a 32" full HD TV.

I tried lowering the game resolutions, and the flickering doesn't occur at resolutions below 1080p.

Well the flickering doesn't occur on the desktop (except sometimes for few seconds after quitting a game as it was occurring) and I did try to change the desktop res but the game overrides it?

I've been playing Fallout 4 which has vsync forced enabled. I can try disabling it?

I'll try the vsync. I already updated the bios to fix a fan problem,didn't affect the flickering.

What's RMA?

Ok, I got a new gpu (an ASUS gtx 960 this time) and the same thing is happening...so I guess it's not the card causing it?

Could it possibly be the psu? It is the minimum 400 watts required by the card, but I have been using it for a few years now.

It's a Silverstone Strider psu, seems good quality...

I don't have any other screens to test on at the moment.
