Hi
When I'm just browsing web or anything my cpu is at 38-42 degrees and when I launch csgo it goes straight up to 92-99
Really dunno what to do and I'm scared to play games

Are you sure you didn't forget thermal paste? Make sure all the push pins on the stock heatsink are clipped down. Use a flashlight to look around the towers, all if them should be flush with the motherboard. If you have a higher end case the back motherboard tray will have a motherboard cut out so you can easily see if all the pins are sticking threw.
Okay, the #1 thing people screw up is the stock cooler. There are pushpins. There are arrows on those pushpins. The arrows point in the direction to loosen and remove the CPU! The opposite direction of what the arrows face locks the cooler tightly in place. Did you do it properly or improperly?

If the cooler is even a little loose this will happen. It happened to me actually a couple of weeks ago with the pushpins. They were idling around 55C and after fixing everything and reapplying the paste don't go past 53C on full stress test.

@krzyimprt Stock cooler have preapplied paste.
