I'm looking to upgrade my graphics card from the 7770. I'm not looking for anything overkill, regular 1080 HD is fine with me. My budget is around $150-200 max. My system specs are as follows:
OS:Windows 7 Home Premium 64-bit
MOBO- Gigabyte B85M-HD3
RAM-16 GB DDR3 1600 Crucial Ballistix Tactical 8-8-8-24
HDD-1TB WesternDigital
SDD-128GB OCZ-ARC 100
GPU-AMD Radeon HD 7770/1GB
PSU-Ultra LSP 650w
Display-ACER S230HL
Case:Cougar Spike Mini Gaming Tower (16.73" L, 14.57"H, 7.09" W)
My main concern is the price / performance value. Also, the case is not too large, so I need a card that will fit well inside. Thank you in advance.

yup 380 will be your best bet. or buying a used 7950/7970 for $100 usd gives similar performance if you want to go down the pre owned route. you could find one for around that price on reddit/hardwareswap
The are getting hard to find now, but if you can connect with one you will get much better performance out of a R9 290 than the R9 380. The R9 290 is basically the same thing as the R9 390 only with different RAM and 4GB instead of 8 (in most cases).

If you live close to a MicroCenter this deal is very good, and way more powerful than the R9 380:
