Why do higher graphic settings require more CPU power?

It is mostly the job of the GPU, especially when you run at the higher resolutions.
Bear in mind that that the CPU is tasked with keeping everything in line, so ultimately is responsible for delegating tasks to the GPU. The better the CPU, the faster it can feed the GPU with tasks, the more efficiently the GPU can do its work.

The CPU is responsible for setting up the data and sending it to the GPU via the GPU driver, so even though the "do work" portion is done on the GPU, the CPU still has to set everything up and send the data across the PCI-E bus. That's where the extra CPU load is coming from.
