Many of the Dell laptops require a genuine Dell charger for this reason. They incorporate a logic circuit to ensure proper battery charging. Cheap aftermarket chargers don't have this and will give the error above. It's also possible that if you are using a genuine Dell charger, that the charger has failed or the charging port is damaged.
