If the above parts are compatible, then what will be the best cooler for the CPU?
Also, how much approx fps will I get for games like witcher 3 at HD and max settings?
Please help I am a novice at all this and would like expert opinion:)

Solution
Yes those parts are all compatible and it should run very well together. As for a CPU cooler, the CoolerMaster Hyper 212 EVO is always a great option. You could also go with a Cryorig H7. Both perform very well for a similar price. I looked up some frame rate tests in the Witcher 3 for you and it looks to e that at 1080p at Ultra, you should average around 40 fps.

He should get higher, I get 40fps maxed out with r9 380, he can reach 50-60fps with hairworks and 60 without hairworks

Probably, I just looked at a YouTube benchmark I found, but that is with recording software and what-not running in the background, so he should definitely be fine running on Ultra.

Thank you all :)
I have an existing PC with very decent specs so I am going to upgrade all the parts with the ones mentioned above except for my 1tb memory. On upgrading is there danger of losing my data?

Generally no, unless you somehow damage the hard drive while replacing other stuff.
