4790k too hot during games

I have the following system an EVGA Classified GTX 980 along with a Gigabyte z97 gaming 7, the rest of my system is a 4790k cpu, 8Gb 2x4Gb GSkill Trident @2400, Corsair CX 750M PSU and a Corsair H100i cooling system. without load my card is at 30C and my CPU at 33C but while playing demanding games such as (Call of Duty Black Ops III, Fallout 4, Assassins Creed Syndicate) my card goes to 50C and my CPU gets a lot higher to arond 65C to 78C. Is this normal?

I would look at how clean your radiator is. Get a can of compressed air and blast all the cruft out of your radiator (you may want to remove the fans beforehand). See if this helps.
That is a large range (65-78), if it were 65 max, then I would say that you don't have much to worry about. 65 isn't great, but it's not terrible. However 78 is a little warm for gaming, not that it's going to hurt your CPU, but it points to something being off.

First place I'd start is cleaning out your radiatior on the H100i. Then verify the rad cooler fans are spinning and ramping up with heat, same for the pump speed. Then I'd try reseating the pump / heatsink block with new TIM.

Since your graphics card seems to be staying cool, I'd venture that your airflow in your case must be good, but it couldn't hurt to check to make sure that you don't have a dead zone around the CPU socket area.

These are all the basics. Once these are all exhausted, then we can give you more advanced troubleshooting options.

I live in Cuba so the temperature is hot and my system has around 1 1/2 years but, I changed the system fans rpm and now the temperature is around 60-62 all the time but when the games are loading the next level or map then for a few seconds goes up to 72-74. Is that normal?

You should really consider reseating your cooler. My 6700K on air gets lukewarm during gaming, it just doesn't get over 30% usage. So if your 4790K (comparable) runs that hot in games, and also has low usage, you might just overheat with 100% loads.
 
If your system is not overclocked, that temps are a bit high and I would start by re-seating the cooler and checking airflow, both in and out of the case, and within the case itself. Having as case close to a wall or desk can cause higher temperatures because it disturbs airflow.
