Having trouble with my computer after logging in.

This morning i went to get onto my computer only to see when i turned on the monitor it was at the booting up screen with the black background and white font that it wanted to launch with a cd or dvd, not knowing what it wanted i just turned off the computer and turned it back on again. It went through the startup smoothly and took me to my login homepage (windows 10). I logged in and went to push the google chrome icon on the bar at the bottom. However when I went to do this the blue circle appeared not letting me select it. So I tried the normal icon on the desktop. I clicked it and nothing happened i waited 10 minutes still nothing. I tried to use the control alt delete shortcut to bring up the task manager and after 10 minutes of waiting still nothing. I then proceeded to open the tower and have a look inside and everything was working all the fans were on and all the lights were on I have no idea what is going on. Someone please help!!!!!

As long as you have backups of your files, delete the partitions and create a new one for the setup. Or get a new hard drive and install Windows on that.

Thank you hang-the-9 I checked those and that was indeed the problem. I have two hooked up and took out the one that was going bad. However now when i put in the Windows 7 disk for the other drive (cause i wasn't using it for anything yet) I get to the point of selecting a drive partition to put it on. The primary, the drive (which i'm assuming is my actual hard drive cause it has the space), and the OEM reserve. But every time i select one of those it says that the partition will not be able to be used??
