i would look at eBay (from UK or Germany or whichever local site is best) to get an idea of what people are willing to pay for used cards, and then also look at used local classifieds. i'm sure there's a local used market site in your area, where you would buy from a private seller and not a store (so cheaper, no VAT, etc).

i assume you're referring to the items right in the middle, around the screw. C1314 and C1315. those are capacitors, and not many of those small ones are marked with their values, so even to find the actual value would require a service manual, schematic, or someone to remove theirs and measure them (kinda hard to measure them in-circuit).

cheaper to just buy a replacement 5750 or 5800-series or newer card on eBay.

depends on what country you are in! eBay would be my first guess, and then a local used like Kijiji / Craigslist / etc. might not be a bad idea to do a slight budget upgrade to a 5870 or 6000-series card, even. i picked up a 5870 last year for $50, and a 5830 for $10.
