After blackout PC restarts more than 5 times before booting

I need to ask a second opinion, because based on my search my problem is most likely the PSU (it's an old Corsair 850W with more than 5 years in use) or the motherboard (unlikely, it's about 1 year old).
After a power blackout, I tried to turn on my PC and it kept restarting without even displaying the motherboard on the screen, it wasn't even booting up BIOS, it starts up for about 3-5 seconds, then shuts down and starts up again for more than 5 times (I didn't count) until it finally starts up correctly and then I am fine (so far it didn't randomly restarted).
But I have tried shutting it down and starting up again and the same issue.
Could it actually be what I am suspecting? or something else?
 
Solution
Make sure all power and data connections are tight, all DRAM is firmly seated. Could be either of those, it's also symptomatic of a PSU going south though

Sorry about the delay in the answer, but after I airblowed the case, it didn't happened again until now, but just recently I installed the CPUID HWMonitor because other people told me it's the motherboard.
Now, I am a complete failure in trying to understand the values, but if I am reading this correctly, the voltages are low?
