Screen randomly jumps up and down in a split second - possibly GPU?

Hello,

I have a Sapphire R9 280X Dual X OC 3GB. The whole desktop computer is custom built, and all parts (except to SSD and case) were bought - including the graphics card - second hand.

So the PC runs Windows 8.1 and I updated the drivers to the latest one with Catalyst Control Center.

Initially I installed the latest graphics drivers and the CCC, then I decided to use the previous version but it didn't solve the jumping. So I went ahead and updated it to the latest version again.

Basically the screen jumps up and down in a split second, it happens so fast I can't even tell if it's going up and down or down and back up. It happens when browsing the internet, it happens in main menus of games and for some older games like C&C Generals or Age of Empires 2 HD it happens throughout the whole game regardless playing it or being in the menu.

For example, in ARK: Survival Evolved the jumping happens randomly in the menu, but never ingame. However it does happen with C&C Generals throughout as well as Act of Aggression, of which the latter game is only a couple of months old.

I'm thinking it might be the graphics card, I bought it second hand so there's no chance of getting it repaired or sent to factory? I don't have any receipt.

I read all kinds of stuff that I might have to update my BIOS, some solved if by installing a newer version of the CCC but I already have the latest version. Some suggest

I also tried using a different monitor, but the same problem occurs. Should also note that currently I am using an adapter, you know, a small block that converts the graphics card DVI to VGA to my monitor since it only has VGA. I figured it might be a problem?

Solution
There should be nothing in CCC that would cause that, enabled or disabled. I would suspect the card is failing.

Try it for awhile with the driver uninstalled. Use the generic driver Windows loads. Don't even let Win download the AMD driver from Windows Update. If the screen still does it with the generic driver only, I would suspect the card is failing. Can't maintain vertical hold.

Hey, that's a good idea but the thing is I don't have a graphics card built in on my motherboard. I do have an older PC that has a Radeon HD 6570 card, do you think it's safe to try that one out? The card comes from my HP desktop which is not custom built.

Yes. Same difference. Try another card. I didn't know if you had one to test with, so I suggested the iGPU if present.

Allright, so I tested another video card, installed the drivers for them, and what do you think? The jumping doesn't happen at all. It didn't a single time. Until I installed my R9 280x again.. and its drivers. Any idea what I can try in the Catalyst Control Center? Maybe turn something on or off?
