I have got $300 to build my pc (not monitor, ups, keyboard, mouse).
I want to know the configuration of all parts so that I can get the best use of the configuration for my purpose.

It' seems a bit disproportional to run $5,000 software on a $300 computer, but it's possible. I don't think there is a reasonable solution by building, but by buying the right used workstation you could get close:

The Xeon W3580 is a 4-core @ 3.33 / 3.6 GHz - modern speeds.

The Precision T3500 was designed for good peroformance and excellent reliability in this kind of work. can have very good performance using the excellent Xeon LGA1366 series processors up to the W5690 6-core @ 3.47 /3.73GHz:
