i attached an external hard disk to my laptop to check my old files but it said "you don't have administrator permission"

I'd strongly recommend you to check your permission settings on the external HDD and make sure you Take Ownership of the drive. In case this method doesn't work, there are a couple of more you can try.
I'd also advise you to try and access your files from another computer and see how the external is recognized there.
