I need help to buy.. I thought the combination Asrock Z97 + i7 4790k is good .. but since I'm not an expert would like to know if there are better alternatives (in characteristic and / or prices).
My idea is a multipurpose machine that also allows me to play.. and duration (where I live heat is a problem), I'll add a graph.. I think on GeForce GTX950 (I also accept recommendations) but will not do oc.
p/d: sorry, English isnt my native language

first of all, a 4790k is the previous gen, wouldn't recommend buying right now.
second of all, all together this is like 600$, and you could get a MUCH better combo for that price:
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6400 2.7GHz Quad-Core Processor ($179.99 @ B&H)
Motherboard: Gigabyte GA-H170-GAMING 3 ATX LGA1151 Motherboard ($94.99 @ Newegg)
Memory: Kingston HyperX Fury Black 8GB (2 x 4GB) DDR4-2133 Memory ($40.49 @ Newegg)
Video Card: Zotac GeForce GTX 970 4GB Video Card ($304.88 @ OutletPC)
Total: $620.35
Prices include shipping, taxes, and discounts when available

What do you do mostly? If you don't do a lot of video editing or such and mostly need the power for gaming I'd suggest getting a i5 4690k instead and using the money you save to get a better graphics card like the GTX 960.

16GB is getting cheaper and cheaper, so if you want, just get some, instead of the ram I chose. I like the fury series because of its design and reliabilty while staying cheap, but get whatever you want.

as for your second question, you need to understand that there is 2 different versions of RAM in your computer:
1. DRAM - which is the type that your CPU uses, the one that I recommended is that type.
2. VRAM - the RAM that your GPU uses. its used to store the image just before it goes out to the monitor, and its probably the fastest type of storage in your PC (exluding the Cache in the CPU). 4GB is probably enough today, but you can spend just a little bit more and get a r9 390, which has 8GB of VRAM.

I went with the 970 because its a great card at a great price, but get whatever you want. the 390 is also a good option at just a little bit more.
