i5 is always better than i3.

Each new generation gets 5-10% faster than the last one,
The i3 does have hyperthreading, which gives it another 30% speed boost.
But at the end of the day, an i5 has 4 cores, and an i3 has only 2 cores.

There is no i3 6230 bit i'm guessing you meant the 6320. The 6320 is a bit faster than the the older i5 2300 even in multi-threaded apps. The I3 has faster cores which makes up for the a hyperthread core being a little slower than a physical a core.

How can a dual core processor beat up quad processor?
i5 2300: 2.8GHZ x 4 = 11.2 GHZ
i3 6320: 3.9GHZ x 2 = 7.8GHZ
also i5 2300 have more cache memory.

In terms of raw cpu horsepower overall the i3 is about 13% faster, In single threaded performance the i3 is about 30% faster.

Which is better depends on the use. For gaming they will all perform similarly since the gpu(s) would be the limiting factor. For a heavy threaded task like rendering the 5960x(16 threads) would the fastest with the 5820k(12 threads) in 2nd place since both can process more threads than the 6700k(8 threads). In single threaded performance the 6700k is faster as it has a newer slightly faster architecture and a higher clock speed, the 5820k would have the 2nd fastest single threaded performance since it has a slightly higher clock than the 5960x.
