Can you lost your air cooler and pc specs and power supply. You would be able to overclock on that board OK. But since it has 4+1 power phase, it won't overclock to the extreme. I suppose it will go to 3.9 or 4.0. All you have to do is raise the clock multiplier to show 3.9 ghz. You won't have to change voltages, your board prob won't be able to handle it if you max out. I was able to get to 4.2 from 3.8 on stock cooler, but I upgraded to liquid and went further.
Yes you can overclock most likely, but you won't go far just know that. But most of all it depends on the goodness of the chip you get.
