Solution
It's 60W processor, even at it's highest OC it won't hit 95W MB is rated for. I had my Athl. II x2 270 going at 4.4 GHz 24/7 so I guess is that 250 should be able to OC to 4 GHz with good cooling.
It is a bit tedious to OC as you have to lower settings for RAM and slowly raise FSB until you reach full sustainable OC. As per usual when OCing, it's necessary to use manual settings for everything in BIOS.
A 2 core Athlon even at it's higher OC will never be able to keep up with GTX 290 but every bit of OC can help.

Not very much and not very easily. The CPU has a locked clock multiplier leaving you with just the base clock alone to gain all your clock speed increases. And that won't be much, maybe a couple hundred MHz or so. Also, increasing the base clock increases everything else that runs off the base clock as well. It gets tedious. Plus that board isn't well designed for much OC'ing. 4+1 phase power. No heat sinks on the VRMs. So go easy on core volt increases if you decide to do it anyway.

Alright, thank you. I plan on upgrading the mobo, cpu and ram. So I guess I'll just wait
