Hi, bearing that I live in the UK and providing that all of the parts are in as new condition I think it is quite a good price. If this was in the UK it would be quite a good deal as it would end up about £500, the processor alone in the UK is around £260-300 new. After factoring all the other costs It seems quite good. This may be slightly different in america due to different prices etc. I hope this helps.

That's actually a pretty insanely good deal for only $700, it's still like a $1300 computer new.
And the accessories would probably push it up to $1700.

Just have him power it on and show you that it works before handing over the dough, make him start up a game or something.

I agree with USAFRet. This doesn't seem right. Could be ripping you off, not really having the components he says. Or it could be in trash condition. Possibly stolen. Once had a friend's PC stolen during a home invasion, guy tried selling it on Craigslist. But then again, if he were a half bit criminal, he'd disassemble it and sell it part by part. Criminals usually aren't smart though, so that could go either way.

Well, let's break this down:

MOBO: (~$80) Not bad. Plenty of room for expansion, and you can use the second PCI-E 2.0 for Cross Fire/SLI or (in my case) an SSD. I'll base it's value on the MSI 797 PC Mate and nix a for age.
CPU: (~$125) It's an old, but faithful Sandybridge. Yeah, I know it's from 2011, but my Ivybridge i5-3570k hasn't bottle necked me yet, so a gen prior isn't going to be too big of a deal. On top of that, that K means it's unlocked and ready for overclocking! Based on auction prices (it is old and a bit more lets you get a current gen anyway).
GPU: ($90) Okay, my AMD/ATI bias will show here, but I'm just going by age and current day options. A decent review shows this card is comparable to my GTX680, which is NOT bad at all, considering I've only decided to upgrade recently from the very card due to wanting a better VR experience. That being said, the cost it came out in 2013 was $190. While this VERY card's availability may not be the best, you can easily find GHZ Editions from other companies on auction sites for around that price tag.
OS: ($150) Okay, this one I have to admit is going to be the oddball part, since Windows 7 is slowly being phased out (Typical). While you can find OEM copies of Windows 7 Professional, Ultimate is much MUCH harder. I'm not sure WHY a normal person would need ultimate, as Professional is typically more than enough (and is seemingly the community's pick of OS grade). That being said, Windows 7 IS still available, assuming the key used IS LEGIT!
PSU: ($150) This is STILL available on NewEgg!Based on retail price (and free shipping).
Case: ($145) This ALSO IS STILL available on NewEgg and doesn't look half bad! Of all the components so far, I think these two are the MOST recent. If this is the HXi varient, then I think it is modular as well! Make sure the cables are included. Based on retail price (and free shipping).
SSD: ($45) Okay, let me be real with this one: I KNOW this particular SSD is pretty well known, but the cost of more recent SSDs of the same size has come down since that came out. Price is based on price tags of identically sized SSDs.
RAM: ($55) NewEgg still sells this. This person REALLY loves his Corsair stuff. No complaints, honestly. Based on retail price.
DVD Drive: ($20) It's a DVD drive. 'nuff said.

Overall Value: ~$860

Even if I nixed another hundred or two for wear and tear, the $600 price he was wanting is not bad, though the drop to $400, considering he wants to 'upgrade' makes me scratch my head, since $400 isn't going to get a lot. Considering the case and PSU are both VERY good, I'm not sure why one wouldn't keep those two things and just sell the remaining stuff as parts for the asking price (plus, having a Windows 7 key on hand). If the deal is real and legit, it isn't bad.

Good price, I traded for that same power supply and RAM for a Samsung S4 a few weeks ago to finish a system, the Corsair HX model is one of the better power supplies out there.

7870 is the same speed as the R7 370 so can run new games pretty well even at 1080 resolution.

You will probably want to upgrade the solid state drive to a larger one, but you can keep the smaller one as a spare or sell it for almost 10% of the $400.

#1 - Avoid. What else is broken besides the RAM slots? And probably not valid OS
#2 - Maybe.
#3 - Maybe, but you'll have to add other drives. It only has a single 128GB SSD.

But...at the $700 and up level, what aren't you considering to just buy and build one yourself?

Unless you really know what you're doing and how to evaluate, buying used may mean buying someone else's problem child.

To build them to the same specs, yes will cost a few 100 more, but you are also buying used parts with likely no warranty left on them. Video cards and power supplies in gaming systems like to go boom at times, would you rather have a slightly slower system with a warranty or a cheap system where you have to spend $200 for a new video card possibly? For the 6-800 you are looking to spend you can buy new parts, get a fast system, and have fun building it yourself. You will need an OS license though, I'm guessing all those system with 7 Ultimate are not legal versions.

I get used parts all the time, but I also know what to test and how. If you can have a bit of time with the system and run a few runs of 3DMark and run Prime 95 for 10 minutes or so, that should give you an idea if the system is stable now. Check on any warranties on the parts and see if they are transferable. Some video cards have a "lifetime" warranty but it's only to the original buyer.

Yeah i know^ im going to look at the second build right now does that one seem worth 700?? What should i try to negotiate and im going to test it what should i test?

$700 - no not imo.
$600 maybe.
good cpu ,decent midrange gpu - but youre buying into an old chipset here with a small ssd & no description of psu.

for $700 you can build something that will game just as well with new components & warranties.
