Let's forget about idle temp and look at max load temp instead, if the card stays in 75c,it's healthy. You can always speed up the fan if you feel it's getting warmer. The very first thing to notice is the ambient/room temperature, which just directly affects your PC components temp.

If your is a non-reference 980 ti, then it may have a feature called 0DB. It means, that when you are idling, or not requiring the GPU to be used for non-intensive apps, it turns the fans off completely. It will only come back on when the load on the GPU causes the GPU to reach 60c+

So when idling it's off completely that means the temperature will be pretty high as it's off and no fans working to keep it cool or what :) ?
