I mean, you get what you pay for with a $10 keyboard. If it works and does what you want it to do, then yeah it's worth it.
Are there better keyboards out there? Absolutely. And they cost more. But it's up to you to decide what's worth it to you.
As for if it's a "quality" keyboard, there's quite a few favorable Amazon reviews for it, so if you just need a quick and cheap keyboard, it seems to offer more than a $10 value would suggest.
