AMD FM1 E2-3200 CPU upgrade advice...surely theres a much faster solution for $65-$150

Hi I need a very cheap upgrade suggestion.

My grandfather has a AMD FM1 mobo (Asus CM1740 family). It has a AMD E2-3200 in it with 8gb (4x2gb DDR3 1333).
Did some research and it looks like the A8-3870k is the highest his mobo can handle. At $65 he would get roughly 1-3/4x the cpu performance he has now. See this comparison: E2-3200 vs A8-3870k
So I then wondered if buying a higher FM1 CPU was enough. We wanna keep his upgrade cheap. I just dont know all the price/pereformance gains of each generation (Intel or AMD) since FM1 and thus im not sure what to get.

Is there a better combo out there that is $150 max? Like say getting a new Intel/AMD cpu and a new mobo? If the suggested combo does not have integrated graphics then that would need to also be included in the $150 max budget. ...or should we just get the A8-3870k at $65?

We are just looking for the best bang for the buck upgrade before shelling out alot more $ to upgrade everything. So the cheaper the better.

He does not play games. :p
He primarily has multiple webpages open, a couple of word docs open and at least 3 excel sheets going all at the same time.
His 2 core E2-3200 seems to be the bottle neck. We just put 8gb of DDR3 1333 in it today. So I looked into the best cpu for his mobo and the A8-3870k seems to be it. Which got me to thinking there might be a cheap yet better solution than just a higher FM1 cpu.

Would this be a more noticeable gain than an OS SSD as suggested above?

Thank you! One last question: Is there an Intel cpu+mobo consideration here, or is going with A8-7600+mobo the best bang for buck?
