I upgraded pc components and now its running slow

Hi,
I just upgraded (this xmas) many components of my computer because I wanted to play in 4k and max settings games like Fallout. My "old" computer had a Intel core i5, 16gb ddr3, Strix Asus geforce GTX 970 4GB, and a aSUS Z97 motherboard. it was a good build and I was playing games like Fallout in Medium-High settings. But i wanted more, so I bought an Intel Core I7-6700K CPU4GHZ, I changed the motherboard to a gigabyte g170x gaming 7 because of the socket. Bought new 16gb ddr4 Corsair Vengance LPX (4X4GB) DRAM 3000Mhz. Had to buy a corsair water cooler because of the heat (the computer was not turning on).And same Graphics card.
I was happy because I was able to afford all of this, but once I connected everything, my gaming experience was lower than before. I was only able to play fallout in low settings and I even have trouble opening some websites because of load time.
I don't know what to do, I don't know if i have to change the ddr4 memory to a lower one, or change the motherboard, or the power supply (btw its 750w).
If you guys can please help me with this i would be more than Thankful
