Boot System wont recognize new Windows 7 CD

So recently my computer has been having problems such as freezing applications and simply not loading at all. Rather than trying to salvage it, I decided to say screw it and spend some money getting a new hard drive to replace this one along with a new Windows 7 CD (My computer is currently installed with 8).

Well, today I received the new hard drive, and I began to switch the two HDDs. When I put the CD into the drive, I expected the system to start reading the CD and then I would begin following instructions to install my new hard drive. Only it didn't. Instead, The boot system began saying that it couldnt find anything, and then proceeded to shut down.

Now, I may not be all that tech savvy, so I honestly don't know where I went wrong (obviously). The CD in question is this, with the computer being this. I thought I bought the proper things, but if someone could point me what I did wrong, I'd really appreciate it.
 
Solution
if the new drive is seen in the bios you have to go to the bios boot tab change the boot order from hard drive to cd rom as the first boot device.

I tried doing as you said, but it seems no matter what I do, a red box appears shortly after I select my option saying the following [Secure Boot Violation - Invalid Signature Detected. Check Secure Boot Policy in Setup.]

Looking it up, it seems I finally figured out how to get it working. Thank you for your help though.
