Solution
SSD - 60GB is too small. Either 120GB min, or don't bother.
Yes, you can do it with a 60, but you will be continually managing space on it.

RAM - 2 x 4 instead of 1 x 8

Cooler - Why an aftermarket cooler on a non-OC capable CPU and motherboard?

^What he said. Also:
-i5-6500 is arguably a little better value (but it's marginal).
-That's a great PSU, but 750W is overkill. If you're making sure you have extra juice in case you want to upgrade that's cool, but otherwise you could go with a 550W
-You don't thermal paste (stock cooler comes with some on it)

That's going to be significantly over the OPs budget. The listed total is too low because half the items simply don't have prices listed.

Also, why 2 SSDs, and why Intel SSDs? They tend to be pretty poor value. And if you're going for value, you should go with 8GB RAM, not 16. Also, there are better PSUs at lower prices that you could use.

Really, there's just a bunch of stuff wrong with that build.

Yeah Intel SSDs are ridiculously overrated. The 730 series are good drives but really for 1/2 the price of the 730 you can get a Samsung 850 Evo instead.

This is what I would suggest - you don't need the thermal compound, Apevia cases are extremely mixed quality, and 60GB is too low for an SSD.

$30 over budget but all solid components and you won't have to replace any of them.
