Windows server 2008 r2 strange problem with USB drives

Hello people, I been having a strange problem with windows server 2008 r2, (I am the administrator) as I connect an external USB hard drive of any kind I can copy files but cannot rename files or folders cannot delete them or I cannot copy files from the internal drive to this external drive, the wiered thing is as soon as I change the drive letter I can do everything just fine, but as soon as I remove and reconnect the external hard drive the same problem and I have to change the drive letter again to copy files, guysnplease suggest me a permanent fix for this.

Things I have tried:
1. Disabled UAC.
2. Took ownership of the drive in securities tab.
3. Started and stopped sharing the drive.
4. Tried all the registry fixes.
5. ran the file explorer as an administrator.

Ibm Server: Intel Xeon 3120, 4gb ram 500 GB hdd
 
Solution
This can happen when a software tries to lock that drive. Check whether you have setup automatic backup.

Or the USB drive is setting the file attribute to read only.

Check what you have installed in your server that collides with the External storage.
