I am adding another 2gb RAM RAMAXEL to my Compaq presario cq40 with its built-in 2gb ram already. The problem is It wont start when i put them together. but i did a test and put them individually and they work. but when i put both of them together it wont open. the capslock/scroll lock just blinks. Sorry for my bad english. Please help me how to fix thanks.

Solution
Mixing ram is a mixed bag, even if you match the the specs exactly they still may not play well together. The fix would be to send back the new ram and buy a matched set to replace the current ram.

Some times having ram that are different speed, CAS, and timing, and versions will cause this because the laptop is trying to run both of them in dual channel and can't do it because of the differences. Also did you check both slots with one stick of ram? It can be a bad slot as well.

Try running the new stick alone. If it boots then add the old stick. Sometimes it can help. Mixing RAM is like tossing a coin, it works about half the time. The sticks could just have way different timings and settings. A matched pair is always the best plan..
