Installed replacement motherboard and Dell 3020 can't find boot device.

Will boot from hard drive if i manually force it on setup (f12). Finds drive in setup. Tried drives from other identical 3020's. Have updated drivers while in Windows (from manual setup start). Identical problem on second machine. Dell (supposedly) 490P1 boards both. When using Dell Detect to identify system drivers and updates, the detector finds different Service Tags so they must be used boards from other machines. I've also attempted to repair the MBR.

I double checked all connections and checked them against another computer. Tried different SATA ports and different cables. Disabled CD ROM drive just so it wouldn't show up and eliminated all but the HDD in the boot sequence settings. The computer sees the HDD and will boot from it if I make it. The HDD has a new install of Windows on it. I swapped it with a HDD from a running 3020 and it did the same thing, couldn't find boot device even though it saw the HDD in the settings. Machine will boot from a USB drive. This problem is the same for two replacement motherboards for the 3020. I have replaced two 7010's at the same time with replacement boards and have had no problem. These are replacements are not making me happy. It seems an odd fluke that both are defective even tho they appear to be used.
 


 
If it's a BIOS issue it wouldn't be on both MB. I'm beginning to suspect the Windows installation itself. What was the original problem that needed MB replacement? Can you disable EUFI in BIOS? Maybe Dell has "matched" the MB and OS to each other. Dell Service tag is listed in the BIOS. You might try Dell community forums.

We are restoring a number of computers that were recently in a flood. Some of the MB's got wet. I created an image I am using om 6 of the 3020's. It works fie on the units that still have working motherboards. The 2 replacements don't want to read a boot record. I've used other HDD's from working machines on both rebuilds and the same problem. When I boot from the startup menu by selecting the HDD, no problem. It just won't find it on its own, even after flashing the BIOS and going through the BIOS boot settings.
