That's true for Xbox One, but the PS4 GPU is a 960m, so due to optimization, the PS4 would beat that laptop FPS wise. CPU isn't a limiting factor in this scenario.

...Are saying that a PS4 has an Nvidia GTX 960M in it? Because that is flat out incorrect. Unless you're saying that the PS4 GPU is around as powerful as the 960M, in which case I'd say that's true.
960M is about as powerful as 750 ti, which is about as powerful as the R7 260X, which is about as powerful as the PS4 GPU
