So this is kinda an update to a previous post, and I've managed to narrow it down to how to get my computer to start. Basically, for my computer to start, I have to move the switch on the power supply to the halfway on, halfway off position, and there will be a staticy noise and then the computer will start up.

That picture will give you more of an idea what I'm talking about. Imagine the switch in that being in the halfway on and halfway off position, while the power is ON, and then a static noise happening and only then does the computer power on. Once its on it runs perfectly fine until it's switched off again.
Does this mean there is a problem with my power supplys ability to power on? Because once it's been "jumpstarted" it runs perfectly fine no problems.
