My game don't run very well even though I have decent components!

Hey so as you can see by the title I have a decent pc (Components listed below) and when I play games like Dead Rising 3 and Far Cry 4 and Assassin's Creed: Syndicate the frame rate of the game is always choppy and I still receive some lag which is wierd because I have updated all drivers stuff so I don't understand why the games I play are being like this. The only issue I think is causing this is the fact that my graphics card (AMD Radeon R7 260X) sometimes doesn't boot up therefor making it fall under the faulty category. If anyone has any ideas on what I could do to maybe help it or let me know if you think it's my graphics card that's causing the problem let me know :)

Processor: Intel i5 4460 (3.2Ghz)
Motherboard: MSI H81M 35-V2
Graphics Card: AMD Radeon R7 260X 2GB OC
RAM: 8GB
PSU: 650W Corsair RM
SSD: 250GB
HDD: 1TB

All settings to low, 1080p, god rays off, fur off, tree effect off. ambient occlusion SSAO or OFF. AA off. see it then. what fps do you get?

also, when loading the game, go into task manager, right click on the FC4.exe, click affinity and uncheck cpu3. then click ok. then, do the same but recheck cpu3 (so all cpu's are checked). this will avoid FC4 using one thread to 100%. you have to do this everytime sadly
Yeah you don't really have 'decent' components for newer games. Far cry 4 is very demanding at 1080p and although your cpu is great, your gpu isn't. What settings are you running at? You will need to turn most things to low or medium and especially god Rays and fur off at 1080

I've watched youtube videos of people playing them on the same settings as me and they don't lag using my GPU
