GTX 980 Underperforming? Please help!

Just finished building my mini ITX PC, moved nearly all components into this new case. One of them was a GTX 980. I used to get great scores on benchmarks and fps' on games as expected from a 980. But as soon as I tried to benchmark the same card in my new rig, it is under performing so much that is may even be beaten by a 960.

Same power supply. Same CPU. Same SSD. Much better cooling. Most up to date drivers. Only mobo changes, but the lane is PCIE 3.0 x16, just like my ATX board. The GPU has 2 PCIE 6 pin connectors properly connected.

This was my score on Unigine Heaven a week back.

And now I am getting 40fps average, with max of 60fps. And a Unigine heaven score of around 1050.

I have the EVGA Superclocked 980 edition, so core clock is 1266, boost to 1367. Memory of 1753Mhz.

When running the benchmark, GPU usage is 96%-100%. Core clock target is reached. And temps are fantastic at 70 degrees Celsius. Fan speed isn't that high too.

So what could be the problem, I even reset windows 10 64bit to make sure I start afresh. (also made sure to disable integrated intel gpu in bios). (and made sure all settings were the same as before as shown in image).
 
Solution
If the card under performs in an entirely different rig, then it's pretty clear that the card is broken in some way. Time to get a replacement bud.

Power % you mean? If so, Afterburner says about 55% when running Unigine.
CPU load at 10-14%. Plenty of RAM to spare too.

This is the GTX 980 EVGA Superclocked. So factory Overclocked settings.
Overclocking myself with +120Mhz core clock will give me a score of about 1000 and about 40fps.

A Gigabyte H97N-WIFI. It is running the F7 bios, (F8 being the latest - adding support for 5th gen cpus). But, I've never had to do this on my ATX mobo, and I bought that way before the 980 was thought to be a thing.

One thing I noticed is when in Furmark, the core clock (1504Mhz is at 96% usage?, and 70 degrees celcius. The Memory at 3601Mhz is at 13% usage? Is that suppose to be. Both furmark and unigine are ran 1080p, 8xAA. http://imgur.com/UsqTDOn

Or does these benchmarks not stress the memory all that much, mainly just the core clock etc?

Bump. Please someone help. I used DDU to remove any old drivers and reinstalled latest drivers to no avail. Just tried new ROT Tomb Raider, and before I get like 75+ fps, and now I get 15-20 fps.

Nothing seems out of place, nothing seems broken. Fans working as usual. Core clock, memory clock targets met, gpu usage perfect at 96-99% on full load. Temps never go above 70 degrees Celcius.

It's like someone swapped my GTX 980 with a GTX 950 in the middle of the night and someone all software still believe it is still a 980!

I even tried putting the 980 into another rig to test it out, still performing as bad.

I mean how is this possible. Doesn't seem to be: power limits, drivers, temps, core clocks, gpu usage and it is running full speed on a PCIE x16 3.0 lane.
