I have tried the Recovery where you press the command key + R at bootup, but it still goes to a blank white screen with a Question mark blinking. I'm sure they did a full wipe and there is literally no underlying OS. I need help!

Ok, so I guess I will have to convert my crappy Laptop to Mac OS to do this then, huh?
Linux requires bootable media but you can download it right off the internet and burn a LiveUSB. Be warned though, from my knowledge Macs are a bit tricky to install Linux on but there are plenty of tutorials.

Okay, well I'm sorry I have ONE LAST question lol, the person I got the Mac Mini from says it is set to boot to disk. So if I buy an bootable USB will it boot to that too? Or do I have to buy a bootable disk. Can't I just buy Apple's newest OS disk and use that???
Sadly Apple doesn't actually sell disks, they sell it as a download on the Mac store. (They obviously don't want people casually installing it.) So you have to have a Mac to create an install disk. Oh, and Macs have a key that opens up the boot manager or boot from DVD ROM, Apple says the "option" key at least for current versions. I'm not sure what that correlates to on normal keyboards, or what it is on older OSX versions. Here's the Apple documenation anyway. https://support.apple.com/en-us/HT204417
