Why do I get lower FPS with an OC'd CPU?

Hey guys.

So Im running an FX-8350 OC'd to 4.5ghz with a Hyper Evo 212x. Seems stable, but for some reason I cant figure, I get my FPS cut in half on GTAV when its OC'd vs on stock.

Mobo is an MSI Gaming 970. (POS I know but it does the job)

This makes no sense to me and I really dont understand it.

Any ideas at all on why this might be happening would be great. Temps never reach 60, so throttling is unlikely, and the GPU is an MSI r9 390 so its not the GPU either....

Im lost. Again, any ideas at all more than welcome!!!

This doesn't make any sense to me either. Your o/c at the very least should still give you an increase, not a drastic amount but not cut in half.

You wouldn't be hitting your monitor's Hz threshold now with the OC? I'm thinking possibly being Vsync, the oc is giving you more fps than before and if Vsync is turned on might be the reason. Just a guess.
