Help! Stuck With Windows Infinite Reboot loop

So Today I put together my new pc and found that after I leave the Bios it gives me the option to start windows normaly, in safe mode, safe with networking, safe with command promp, and last known good configuration. However when I press enter on one of the options it starts loading windows then goes back to the same screen^.

My specs are:
Intel Core i5-6600K 3.5GHz Quad-Core Processor
ASRock Z170 Pro4S ATX LGA1151 Motherboard
G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2400 Memory
EVGA 1050W 80+ Gold Certified Fully-Modular ATX Power Supply
And an unknown hard drive from a friend.

I believe the problem is the hard drive that was given to me by a friend. He gave it to me because he upgraded and told me it already had windows installed.

Any help would be greatly apreciated

Although I have installed Windows on a HDD/SSD and moved it into a different PC with completely different hardware and had it successfully boot, that is not a guaranteed thing. Do a fresh Windows installation and take it from there.

Aside from that, there's a pretty good chance that the drive had been running in IDE mode instead of AHCI, which requires different drivers. It is possible to switch the drive to IDE mode in your BIOS and it may boot like that, but you'd want to google AHCI windows to get the proper drivers installed after that. This would only be worthwhile if there were valuable info on the drive which you need to recover, though. The best option is a fresh install.

This may be a stupid question, but how can I wipe the hard drive?
