my Windows 8.1 and CPU-Z won't detect my Overclocked CPU?

a month ago i overclocked my G3258 to 4.2GHz and it passed stress tests quite nicely without any "BSOD" and it was detected running at 4.199GHz in CPU-Z and Task manager in windows 8.1
last night i installed a fresh copy of windows 8.1 in my system because it was full of useless stuff like drivers from my old build, i checked Task Manager in the performance tab and it showed my CPU running at stock clock then i checked CPU-Z and it was running at 3.199GHz (stock)

i checked my BIOS settings and it's still overclocked to 4.2GHz in the BIOS
What exactly happened here?

Yeah everything looks fine to me (although I'm not super familiar with that particular CPU). I'm surprised RealTemp settings had any real effect on anything, given it is really just a monitoring tool (like CPU-Z). I always recommend CPU-Z because it's both reliable and predictable. Unfortunately it still doesn't give temps!

well i ran the stress test again and nope it stayed at 3.2GHz

Should i reset the BIOS settings and OC my CPU again?

i solved that problem
i saw someone online who said that un-checking "Disable Turbo" in RealTemp settings would solve that problem somehow and it did indeed
i don't get how that got to do with anything about my CPU because it has no turbo boost as far as i know but it did solve my problem so....
