how to create 2 separate secure networks on one router

Greetings,
I am having issues with the networking at my church. I used the many resources here (thanks!) to setup a system with multiple routers and a single cable modem that works, but the minister would like his network to be separate and private from the meeting hall's network.
Current setup:
Modem
-> main router in office
-> minister's apartment router
-> public wifi router

The minister would like the network, not just wifi, to be separate, so that people on the public wifi cannot see his home/office network/computers.

You don't mention what model routers you have. But what you need is a business class router that will create multiple VLANs to segregate the networks. With a business class router you can create separate DHCP pools for the public and private networks.

I think you may be able to accomplish this by hooking up the main router and the minister's router in a lan-to-wan configuration. The minister will be on a different subnet, and a separate wifi config and dhcp.

Routers in a LAN-to-WAN configuration will create different subnets but does not effectively isolate the networks.

The best solution for a secure network would be a VLAN capable device, such as the business-class router mentioned previously.

That's true VLAN would be the better setup but it wasn't clear how strict the minister's requirement for privacy is or if buying an extra hardware was even a consideration for the OP.
