Skyrim runs better on my gtx 750(no ti) than my R9 390

My old graphics card(the gtx 750 1Gb from zotac) runs Skyrim wayyyy better than my r9 390. I ran both at max settings and the 750 got fluid 60 everywhere while my r9 390(ASUS) got frame drops all the time. I also am running the same mods as I used with the 750.

My CPU(Used in both tests) is a FX 8320(OC'D to 4.6)

I am not clear.
Do you get frame drops only when you use your mods?
If so, look into the mods. I am no expert there.

My understanding is that skyrim is mostly single threaded.
If you are seeing activity evenly spread across 6 cores then you are probably seeing windows rotating the activity of a loaded single thread across the available cores.
There is possibly some sort of skyrim fix to address that.
The FX cores are slow so that may be part of your problem.

You might be able to get more informed advice on the skyrim forums.

Doubt it as GTA V runs anywhere from 50-60 fps at almost max settings. I am using a fx 8320(ocd to 4.6) and to power that a Thermaltake 850W PSU(I think)
 
On the surface, it would seem that a R9-390 should run rings around a GTX750.

Is this behavior exclusive to skyrim?
Have you compared other games?

The way vram and presumably your mods are handled will be determined by both the game and by the graphics driver.
Perhaps your mods implementation has some problem with the amd driver.

Can you test without mods?

Turn on task manager while you are testing.
What does the utilization look like?
If you are seeing even 20% busy across all 8 threads, you are likely more single threaded and cpu bound.

Ok, without any mods(excluding the high res texture pack and DLCs), the CPU usage is anywhere from 15% to 25%. I have not tested with any other games. This behavior isn't seen as in GTA V I get an almost constant 60fps at almost max settings. And I doubt there is any vram issues as it has 8Gb of it.

Each of the cores is being used anywhere from 16% to 70% but it seems the last 2 cores(6 and 7) are rarely used. (Keep in mind that I used the same CPU with each GPU)
