The Witcher 3 extremely low FPS suddenly

The game always ran at 50-60 fps at ultra settings but suddenly i get 25 max and lowest 5 fps.
i also tried other settings like medium and low and no difference.

my pc:
i7 6700k (4.2gHz)
r9 390 asus strix
16 GB kingston hyper x 2666mHz
asus maximus viii ranger

edit: The game won't even start now..

CPU cooler: scythe kotetsu scktt-1000
CPU temps.: max was 52 celsius current: 29 celsius

GPU temps: max was 60-65 and now: 40

OS: Windows 10

PSU: Cooler master bronze + G750M 750W

cpu coolers is decent enough so is your psu. since your cpu isnt overheating and gpu temps are considerably lower than usual, looks like a driver issue to me. did such performance drop start occuring after OS upgrade to win10 .? does other games act the same? if yes then defenately a drver issue. a clean reinstallation of gpu drivers is recommended. also doublecheck you temps.!

It's a 2 week old computer so i started with windows 10. thanks! will write back with my findings

reinstalled the drivers and no change i also noticed that no game on my computer will start.. no error message just game.exe stopped working or nothing at all..
