Normal to high FPS, but extremely low GPU and CPU usage??

I'm sick of googling this to be honest, apparently NO ONE else has had this problem. I'm getting decent FPS, but my GPU is at 0 most of the time according to afterburner, I disabled ULPS, have the power limit to +35%, and my CPU usage is like, at 30% max half the time, in HWMonitor, it says the max is 50%... wtf?

I7 6700k 4.2ghz
ASUS Z170-A
MSI R9 390
Windows 10 DX12
750w PSU, pretty new


everything is up to date for drivers...
 
It's impossible for the GPU usage to be at 0% while having good gaming performance. It must be an erroneous reading. As for the "max 50%" that must just mean the maximum point on the graph. Right-click the graph and you should be able to change the max and mins for all the graphs.

figured out that was because i had VSync on, as my monitor is literally crap... like, just a pile with a screen duct taped on to it.

but that doesn't explain why my CPU usage is so low, shouldn't my usage be at like, 90%? yes, it's set to 100% maximum in power options
 
You want CPU usage to be low as possible. High CPU usage causes low framerates. You want high GPU usage (with Vsync off) and low CPU usage. This is because the CPU has to process specific amounts of data in a limited time period, but the GPU has to process limited data endless amount of times, as much as possible, to produce the highest FPS.

yeah, i was looking at individual performance in HWmonitor, they all capped at 50%, and none made it past like... 30%

i used uhhh, the passmark one, all the scores were decent... but I enabled unified GPU monitoring, and the usage is like 60%ish now... is that incorrect? like, it's not zigzagging anymore, but i'm only using a single GPU.
