I am trying to decide weather or not i should get a new cpu cooler so that i could overclock my cpu.
PC:

i got an after market cpu cooler because i thought it would give me some overclocking ability, but when i tried to overclock my pc would crash and restart. I brought my computer in to Canada Computers and they told me my cpu was reaching the thermal limit.

I was just wondering if it would be worthwhile buying a new cpu cooler and if it is wich one should i get. I would prefer an air cooler so that there is less maintanence.

Read through this thread. It contains a lot of good advice and idead. http://www.overclockers.com/forums/showthread.php/752043-Hi-first-time-overclocking-this-please-check-and-give-advice!-thanks-)
That CPU cooler will allow you to overclock the 860K. There are better coolers, but they also cost more. I would be looking for something in the $50 to $60 range (Canadian).

I would also be looking at a higher-performance PSU. You have plenty of power, but so does a tractor, and you are building a 'race-car'.

You should buy Noctua's coolers/ BeQuiet! cooler. Yes, they're expensive but worth the money. BeQuiet's coolers are pretty quiet and big (I have BeQuiet DarkRock 3) and i'm pretty satisfied with it. And if you want a powerful cooler for OC, you should upgrade your PSU as mentioned, with overclockment you'll use more power than regular.

I have already over clocked my system. The problem is that it keeoed hitting the thermal limit 100°. Also how much more performance do you think I would be getting with an overclock?

Just so you know I am a very beginner overclocker so when I first tried to overclock I got it to about 4.4 GHz and the voltage keeoed changing I think it had something to do with the turbo mode one the CPU or something.

Just to chime in, I own and OC a 860k. 4.4Ghz is about as high as you can get with that chip. You build is almost exactly what I use daily.

I can reach 4.5Ghz on 1.4 volts with a 120mm water cooler, but its not as cool/quiet as I would like. So I run it at 4.4Ghz to keep the noise and temps low.

If you are using a smaller air cooler, leave the voltage alone and you should shoot for 4.3Ghz. These processors get pretty hot when you start pushing high clocks and even hotter with increased voltages. IMO the extra 100-200 MHz is not worth the drastically increased temps and noise.
