Hello awesome people,
one question, will there be trouble with XFX 450w Core edition and R9 280x ?

Rest of system is : i5 3470 4 GHz
SSD 120 GB and 500 GB HDD
2x120m fans and 1x80 mm fan
3x4 GB DDR3 RAM

Previously I owned R9 280 which was 20 % overclocked and PSU didnt cause problems, but R9 280x has bigger TDP around 30W at default and if I overclock it for 15 % will my PSU be sufficient.

12V rail is rated at 34A which is 408W with 80 % efficiency.

Solution
A Radeon R9-280X needs 30 amps on the 12v+ rail and at least a 550w power supply with 1 - 6 pin and 1 - 6+2 pin PCIE power connections.

The rail is important here , the 450w Core Edition has 34 amps on the 12v+ rail and the right PCIE connections to power the 280x.

Without overclocking it should be able to power the card.

Spec wise yes , but a 550w Core Edition or better would be a wiser choice.

If it was a new PSU, it would work well. However, even the best PSUs (core edition sounds like cheap version) suffer from capacitor aging. Capacitors lose their main stat (capacity) over time, mostly due to heat. That loss will lower the maximum output current gradually.
According to this link
https://www.techpowerup.com/reviews/MSI/R9_280X_Gaming/24.html
the peak power of an overclocked 280X while gaming is 203W (17A) and the maximum power draw under synthetic load is 332W (27A). You can safely ignore the synthetic power consumption but still the peak gaming power draw is too high for your power supply.

TLDR: it will work but you might have random lockups or reboots, and it will get worse over time.

It is very good PSU as I read it and they didnt spare on components, its basically rebranded Seasonic 450W.

Previously I owned HD 7950 which was overclocked to 1200/1600 MHz and in peak I think it surpassed R9 280x lightly overclocked and I didnt have any freezes or reboots.

I currently have GTX 960 but I'm thinking of switching again to R9 280x due to higher vram and much raw power.

If the PSU feeding the 7950 is the same you use now, i bet it has lost at least 10% of its output current. Load it with 400W, let it warm up for 10-15 minutes and measure the ripple and DC voltage on the 12V rail. If it's within ATX spec, you're good to go.

P.S. i have a GTX960 too, my system draws like 180W from the wall socket playing skyrim on ultra (i5-4690K + GTX960 SSC).

HD 7950 was only two months in system and say I said, there were no frezees, hiccups or anything similiar, only I have bad case of coil whine and when I get backup PSU,I'll RMA this.

I dont have equipment for measurement,I asked few people with this PSU or Seasonic 450w which XFX rebrands and they say they had i7 3770 4.4 GHz,R9 280x overclocked,3 hard drives and SSD and power consumption didnt go over 350W,if my PSU degraded to 400W there is spare 50W and it should be okay ?

R9 280x are beast and I'm thinking of overclocking 10-15 % from default frequncies, should it be okay ?

SR-71 just confirmed what i said, it MIGHT work, but i don't advise doing so. Maybe use it as it is and plan a future PSU upgrade.

When doing overclocked GPU tests, don't forget the CPU power draw. Use OCCT, it can load both the GPU and CPU simultaneously - i bet an OCed 280X and 4GHz i5 will cause a reboot but that doesn't mean the PSU isn't acceptable for gaming, just not guaranteed.

TDP of i5 3470 is max 77W so with overclock I dont think it would pass treshold 90W,it is 22nm Ivy Bridge CPU and surely not FX 8350 with 125W TDP :p

So to summarize,I can use R9 280x on this system, but you advise me against any overclocking on this PSU and when I get branded 550W PSU then I can overclock R9 280x ?

Try it at stock settings - two hours of OCCT PSU test, maybe even half an hour is enough. If it passes, you're good to go.
I wouldn't recommend overclocking the GPU, maybe a small bump on CPU but nothing extreme.
